CAPACITY RESERVATION ANNOUNCEMENT

Pursuant to Section 15 of the General Terms and Conditions of its FERC Tari , Kinetica
Energy Express, LLC (“KEE”) provides this notice of the reservation of available pipeline
transportation capacity for inclusion in an expansion/extension project.

The proposed project will involve the addition of at least two (2) Solar T70 compressors
at existing sites on KEE’s system. A summary description of the proposed project may
be found via the following link at www.kineticallc.com under the “Projects” tab in the
top right corner of the page.

Kinetica will reserve a total of 200,000 Dth/day of its currently available pipeline
transportation capacity to the project. A Non-Binding Open Season was held from
9:00a.m. CST on September 18, 2025, through 2:00p.m. CST on October 17, 2025.

None of the capacity has been sold on a limited-term basis that would otherwise be
eligible for a right of first refusal. The current estimated In Service Date of the project
is expected to be in May of 2027.

On September 3, 2025, Kinetica Energy Express, LLC filed a tariff record1 in

compliance with the Commission’s order issued on August 27, 2025, in Docket No.
RP25-1056-000.2 Pursuant to authority delegated to the Director, Division of Pipeline
Regulation, under 18 C.F.R. § 375.307, the tariff record is accepted, effective September
1, 2025, as requested.

The filing was publicly noticed. No protests or adverse comments were filed.

Pursuant to Rule 214 of the Commission’s regulations (18 C.F.R. § 385.214), notices of
intervention, timely-filed motions to intervene, and any unopposed motions to intervene
out-of-time filed before the issuance date of this order are granted

This action shall not be construed as a waiver of the requirements of section 7 of

the Natural Gas Act, as amended; nor shall it be construed as constituting approval of the
referenced filing or of any rate, charge, classification, or any rule, regulation, or practice
affecting such rate or service contained in the applicant’s tariff; nor shall such acceptance
be deemed as recognition of any claimed contractual right or obligation associated
therewith; and such acceptance is without prejudice to any findings or orders which have
been or may hereafter be made by the Commission in any proceeding now pending or
hereafter instituted by or against the applicant.

This order constitutes final agency action. Requests for rehearing by the

Commission may be filed within 30 days of the date of issuance of this order, pursuant to
18 C.F.R. § 385.713.
