The revenue stream for each bid will be discounted at FERC’s published annual discount rate in order to determine its NPV.  The total economic value of each qualifying bid will be computed as the rate multiplied by the requested contract term and discounted to determine the NPV. All conforming bids will be considered binding and final.  TCO shall award capacity to the bidder submitting the bid with the highest NPV.  If two or more bidders submit acceptable bids with the same NPV, then TCO shall determine the successful bidder based on the order in which the bids are received. Bidders will be notified of their awarded capacity by five o’clock p.m. central daylight time on Monday, May 11, 2026, and tendered the service agreement on that same date.  TCO shall post the winning bid and the associated bid calculation to its electronic bulletin board. If a successful bidder fails to execute a service agreement by twelve o’clock p.m. central daylight time on May 18, 2026, the bid and TCO’s offer of service shall be void and of no further force or effect, and TCO may elect to offer the capacity to the next acceptable bidder instead.  TCO reserves the right to reject any bids that: (i) are for a term, rate or quantity that is less than the applicable minimum term, rate or quantity stated in this Open Season; (ii) do not satisfy any of the other terms specified in this Open Season; (iii) include conditions or provisions that TCO determines, to be unacceptable; (iv) are for service at receipt or delivery points at which TCO does not have capacity available; or (v) are otherwise nonconforming.  TCO also reserves the right to clarify bids.  NON-BINDING SOLICITATION FOR TURNBACK CAPACITY (REVERSE OPEN SEASON): Existing shippers on TCO desiring to turn back capacity they believe may be used as a substitute to constructing incremental Project facilities are invited to advise TCO of their desire to turn back capacity by contacting TCO at the information set forth below.  Such turnback proposals must be completed and received by TCO no later than May 18, 2026.  This solicitation for turnback capacity is not binding on TCO.  TCO will evaluate proposals from shippers to turn back firm transportation capacity under existing service agreements that may reduce the incremental facilities otherwise required for the Project.  However, TCO reserves the right to accept or reject each turnback proposal in its sole discretion.  Any such proposal may be rejected for various reasons, including but not limited to its failure to be compatible or economically accretive, or to directly offset the Project’s incremental facilities that TCO proposes to construct and/or modify to satisfy the Project’s capacity. CONTACT INFORMATION: Interested parties should contact the following TCO personnel to discuss any questions or to seek additional information about this Open Season: John El-HallalBusiness Development832-580-1280 (cell)john_el-hallal@tcenergy.com
