Subject: Notice of Binding Open Season for Conditionally Available Capacity # 2025-1014 FTS TCO POOL TO NEW ALBANY General - Columbia Gas Transmission, LLC (“Columbia”) is holding a binding open season for transportation service under its existing FTS Rate Schedule (“FTS”). The availability of the capacity offered herein is conditioned upon Columbia receiving bid(s) sufficient for the Facility Work (as defined below) to be deemed economically viable, in Columbia’s sole discretion. Pursuant to Sections 4.3 and 4.4 of the General Terms and Conditions of Columbia’s FERC Gas Tariff, Fourth Revised Volume No. 1, as may be amended from time to time (“Tariff”), Columbia is conducting a binding open season for debottlenecked FTS capacity made available by the Facility Work.  EMAIL FOR BIDS: capacityrequest@TCEnergy.com  Capacity Available – Columbia is offering the following packages of debottlenecked capacity, of which Package 1 will only become available following the completion of the Facility Work (as defined below). Columbia currently anticipates the In-Service Date to be November 1, 2026; provided, however, Columbia shall have no liability or obligation to any bidder if the In-Service Date occurs before or after November 1, 2026. Though the actual in-service date for the Facility Work is not yet known, for the purposes of the NPV evaluations for Package 1 in this open season, the start date will be deemed to be November 1, 2026. **Package 2 capacity may be available for an earlier start date.  Please contact the marketing representative listed below for more information.***Additional Package 2 capacity may be available. Please contact the marketing rep listed below for more information.Columbia notes that the maximum applicable recourse rate for the capacity offered in Packages 1 and 2 of this open season is the Total Effective Rate (defined as the maximum base tariff rate plus all applicable surcharges) for Rate Schedule FTS, as set forth in the Tariff.The capacity offered in Package 1 and Package 2 is not subject to an existing ROFR.   Contractual ROFR will not be offered under this open season. Facility Work - Columbia is currently scoping any facility modifications necessary to debottleneck 48,000 dth/day of firm transport capacity through the internal constraints between the respective receipt and delivery shown above and identified in the map included herein as Appendix A, including but not limited to upgrading the current regulator station at K270.  Capacity Availability - The availability of the capacity through the internal constraints between the respective receipt and delivery shown above and identified in the map included herein as Appendix A is dependent on the completion of the Facility Work described above. If the bid(s) from this open season do not result in the Facility Work being economically viable for Columbia, or Columbia does not receive corporate authorization to complete Facility Work, then no capacity in this Open Season will be awarded.  Length of Bidding Process – The bidding process will begin at 09:00 AM CT Tuesday October 14, 2025, and conclude at 10:00 AM CT, Thursday, November 13, 2025. All bids must be submitted to Columbia prior to the conclusion of the bidding process. Participation in the Bidding Process – All bids submitted for this posted capacity will be treated in a nondiscriminatory manner under this open season.  To participate in the bidding process, interested parties must send an email with bid terms to: capacityrequest@TCEnergy.com All bids should refer to Open Season # 2025-1014 FTS TCO POOL TO NEW ALBANY  A bid must contain all of the applicable information required by the attached Bid Form at the end of this posting.  A potential shipper may submit multiple bids, each higher than its preceding bid, for all or any portion of the capacity or term of service made available by Columbia in this open season.   Bidders must satisfy creditworthiness in accordance with Section 9.6 of TCO’s Tariff prior to the close of the bid period.  TCO will reject the bid of any prospective shipper that has not met TCO’s creditworthiness standard by the close of the bid period. Bidders may bid on Package 1, Package 2, or both packages. If a bidder submits multiple bids, Columbia will consider only the last, highest bid submitted by bidder for the purpose of awarding capacity offered in this open season. Bidder shall specify that they are bidding the Total Effective Rate (defined above) or a monthly reservation rate (or other firm or demand charge(s), if applicable, herein referred to collectively as “Reservation Charge”) it is bidding for the service. The rate for the monthly Reservation Charge shall be expressed as a monthly rate per dth and shall be expressed to the nearest thousandth of one dollar ($0.000). Assessing Bids- Columbia reserves the right to reject any bids that do not conform to the primary points or terms listed herein or any bids at a discounted rate.  Columbia reserves the right to reject any bid that is incomplete or includes conditions or provisions that Columbia determines, in its reasonable discretion, to be unacceptable.  The net present value (“NPV”) for each package of any bids submitted in this open season will be determined in accordance with Section 4.4(b) of Columbia’s Tariff.  Bids will be assessed based on the total net present value to Columbia based on the combined bids on Package 1 and Package 2 offered under this open season (“Total NPV”).  If a shipper does not bid for both packages in this open season, the NPV for the package not bid on will be 0.  Columbia reserves the right to reject any bid or request that contains modifications to the Bid Form or conflicts with Columbia’s Tariff.  Columbia has the right to clarify bids.Total NPV is calculated as (NPV of Package 1) + (NPV of Package 2).  Individual package NPVs will be calculated as follows:  Package NPV = ? n [R*(1 / (1+i) ^ n)] ? n = Summation of months 1 through n n = term in months of applicable package R = Incremental monthly revenue for the applicable package  (Package Bid Rate*Package Contract Quantity)i = Monthly Discount Rate (the current FERC quarterly rate which can be found at https://www.ferc.gov/enforcement-legal/enforcement/interest-calculation-rates-and-methodology) Awarding of Capacity – Columbia will notify successful bidder(s) no later than 10:00 AM CT, Friday November 21st, 2025.Any awards of available capacity will be made independently based upon objective criteria and the Total NPV of the bid to Columbia, provided, however, that any awards of capacity under this open season is contingent upon Columbia receiving bids sufficient to render the Facility Work defined above as economically viable to Columbia.  Columbia will award capacity posted in this open season in accordance with Sections 4.4(b) and (e) of Columbia’s Tariff.  If two or more bidders submit acceptable bids of equal Total NPV, and which are conforming to the terms of this notice, and there is insufficient capacity available to serve all such bidders, then Columbia shall determine the successful bidder based on the order in which the bids were received. Contact Information/Bid SubmissionIf any interested party has questions or desires additional information concerning this open season, please contact the following individual:   Diana Roberts   Diana_Roberts@TCEnergy.com832-320-5454    Bids should be submitted to both the individuals above and capacityrequest@TCEnergy.com
