Notice Text
Columbia Gas Transmission, LLC (TCO) notifies customers of the need to perform work to address an unexpected and uncontrollable equipment failure on Line PM-17, which TCO anticipates will require a pressure reduction near the Boldman Compressor Station in Kentucky. This necessary measure could not be prevented or overcome by the due diligence of TCO and requires immediate action to maintain the safety and reliability of the system. Consequently, pursuant to Section 15 of the General Terms and Conditions of TCO’s FERC Gas Tariff, TCO is declaring a Force Majeure effective February 19, 2025. TCO continues to closely monitor the line to minimize immediate market impact. Based on current operating conditions, including nomination levels and local markets, there is no immediate need for physical or commercial curtailments. However, TCO currently anticipates there will be a future need for all upstream production to be reduced. TCO will provide updates as additional information becomes available, including the anticipated dates and timelines of a future pressure reduction and associated capacity restrictions. TCO is posting this Force Majeure at this current time to provide the market with as much advanced notice of potential pressure reductions as reasonably possible. If a future pressure reduction is required, TCO anticipates the following capacity restrictions would become necessary:828745 – ABARTA-LESLIE – 0 Total Capacity 833328 – PORTER HEIRS – 0 Total Capacity833505 – RIVER BRANCH PM17 – 0 Total Capacity834106 – WALKER-PM17 – 0 Total Capacity834944 – BRUSHY PM-17 – 0 Total Capacity835559 – PIKEVILLE WEST – 0 Total Capacity 839178 – Kinzer Mare Creek – 0 Total CapacityCNR02 – CHK-Boldman – 7,500 Total Capacity (zero non-firm) Based on currently scheduled volumes, the estimated impact to firm service, if a pressure reduction is required, is less than 15,000 Dth/day. Please continue to monitor critical notices, including the Daily Capacity Posting, for any adjustments related to this Force Majeure. Reservation charge credits (RCCs) will be determined per the process set forth in the General Terms and Conditions, Section 38 of TCO’s FERC Gas Tariff (“Tariff”). However, TCO will only issue RCCs if TCO is unable to schedule or deliver primary firm nominated capacity as a result of the Force Majeure for a period greater than ten consecutive days. In the event RCCs are issued as set forth in the Tariff, shippers will receive RCCs based on its 7-day average usage quantity less any scheduled quantities on the contract. By means of this notice, TCO is establishing which specific Gas Days will be included when determining a shipper’s 7-day average usage quantity pursuant to the provisions in the Tariff. Please contact your Customer Services Representative with any questions.
