    PRELIMINARY ALERT FROM ALLIANCE US (FIRST STEP IN NOTICE SEQUENCE)

    Subsequent to Notice ID 14289, Alliance Pipeline L.P. (“Alliance US”) is issuing a preliminary Alert
    pursuant to Section 37.1 of the Tariff.

    Alliance US has determined that a critical operational event will begin at TIM cycle on October 9th
    and ID2 October 8th and will continue until further notice.

    In order for Alliance US to continue its ability to have adequate Gas supply to deliver on demand, all
    Shippers are to ensure that they have balanced receipts to deliveries after confirmation from
    downstream transporters, including with respect to any interruptible wheeling service. An inability to
    comply may result in Alliance US issuing an Action Alert resulting in shipper penalties pursuant to
    Section 37.10 of Alliance Pipeline LP FERC Gas Tariff. Penalties will be calculated on a daily
    basis.

    Alliance US will notify impacted parties as needed based on further developments regarding the
    pipeline.
