Upcoming TCPL Mainline Existing and New Capacity Open Seasons
As part of the 2027-2030 Mainline Settlement extension, which is currently before the Commission of the Canada Energy Regulator, TransCanada PipeLines Limited’s (“TCPL”) Canadian Mainline pipeline system (“Mainline”) committed to recommending for company approval up to a maximum of $200M of Settlement Capacity Growth Capital for capacity subscribed through executed agreements. As such, this summer the TCPL Mainline intends to hold an Existing Capacity Open Season (“ECOS”) and a New Capacity Open Season (“NCOS”) for firm transportation service from Empress with total available capacity of approximately 360 TJ/day with expected start dates no later than 2028.
At this time, approximately 360TJ/day aggregate existing capacity will be available to delivery areas through the Prairies Line, including Emerson; reducing to approximately 180 TJ/ day of existing capacity available to delivery areas through the Northern Ontario Line up to North Bay Junction; reducing to approximately 70 TJ/ day of new capacity available to some locations downstream of North Bay Junction. TCPL continues to evaluate opportunities for capacity in other locations. The available capacities, locations, and start dates are subject to change, and will depend on various factors such as facility design and project timelines. Some capacity will be common to both the ECOS and the NCOS and any bids that pertain to common capacity will be evaluated together for allocation and re-allocation purposes.
These open seasons are expected to be posted by early July and close in August 2026 and additional details will be provided at the time of the open season postings.
TCPL anticipates aligning the timing of its open seasons with the open season offering at the Empress and McNeill Borders on the NGTL GP Ltd., as general partner on behalf of NGTL Limited Partnership (collectively “NGTL”) pipeline system which will close on August 7, 2026. For details on the NGTL FT-D1 Expansion Capacity Open Season, please refer to the open season posting.
