Capacity Open Season

Sabine Pipe Line LLC (“Sabine”) is soliciting binding capacity bids for firm service under the
FT-1 Rate Schedule in Sabine’s FERC Gas Tariff (“Tariff”) that meet the following criteria:

1. Primary transportation path utilizes in-path forwardhaul capacity from a Receipt Point in

Jefferson County, Texas to an existing Delivery Point on the Sabine pipeline between
Jefferson County and the Henry Hub, Vermilion Parish, Louisiana, provided that Sabine
will also entertain bids that result in reversing the flow of the pipeline.

2. Service commences October 1, 2018
3. Capacity of at least 56,000 Dth/d
4. Minimum contract term of 6 years
5. Maximum tariff rate for the transportation path under the FT-1 Rate Schedule, including

all related charges and fuel reimbursement.

Any interested party must notify Sabine, in writing, of the contract quantity, term, receipt
point(s), delivery point(s) and any other information relevant to such request for service. All bids
will be accepted through 5:00 PM CCT on September 4, 2018.

Sabine will determine the best bid utilizing net present value criteria and will consider only those
bids submitted by eligible bidders who have satisfied the creditworthiness requirements in
Subsection 7.10.13 of Sabine’s Tariff and have indicated in their bid they will execute a Firm
Transportation Service Agreement effective on October 1, 2018.

Sabine reserves the right to reject on a not unduly discriminatory basis, in its sole discretion, any
contingent or non-qualifying bid. Sabine reserves the right to agree to discounted or negotiated
rates on a point, volume, term, and condition specific basis. Sabine also reserves the right to
award capacity for a quantity less than the bid quantity subject to any minimum acceptable
quantity specified in the bid, if sufficient capacity is not available to award the entire bid
quantity.

Sabine reserves the right, upon notice and in its sole discretion, at any time during this Open
Season to terminate, modify, or extend the Open Season.

Sabine is conducting this binding open season to determine its customers’ needs for firm natural
gas transportation service between receipt points located in Jefferson County, Texas and the
Henry Hub in Vermilion Parish, Louisiana as it considers whether to abandon its mainline
facilities to provide an alternative to natural gas service.
