In accordance with Section 6.28 of the General Terms and Conditions (“GTC”) of its tariff, Portland Natural Gas Transmission System (PNGTS) is soliciting bids for the sale of excess operational natural gas volumes by PNGTS to buyers at Pittsburg/East Hereford (012723).

RFP Period

Open: 5:00 PM CST, 08/27/25

Close: 11:00 AM CST, 08/29/25

Award Period: 12:00 PM – 01:30 PM CST 08/29/25

Request for Bids for the Purchase of Natural Gas from PNGTS
A. Performance Obligation and Contract Quantity
In order to meet its operational needs, PNGTS is soliciting bids for the sale by PNGTS to buyers of a total of 289,140 MMBtu, to be sold ratably in an amount of 4,740 MMBtu/Day, of natural gas as set forth more fully below.
B. Receipt Point: Pittsburg – East Hereford (012723)
The operational sale will be made on an unbundled basis whereunder the purchaser will be responsible for any required transportation from Pittsburg.
Receipt Period
PNGTS is soliciting bids for the period commencing 09/01/25 through 10/31/25. PNGTS is willing to consider bids for the identified terms or on a monthly basis but reserves the right to reject any bid that would hinder PNGTS’s ability to meet its full operational requirements.
C. Contract Price
PNGTS is requesting that bids be based on either: (1) Gas Daily for PNGTS (Delivered) price as reported in Platts Gas Daily Price Guide, or (2) a fixed price per MMBtu.
Assessing RFP Responses
All responses must be submitted to PNGTS no later than 11:00 AM CST 08/29/25.  PNGTS will evaluate offers and bids based on the highest value option that meets PNGTS’s operational needs.  PNGTS reserves the right to reject and remove from consideration any bids in PNGTS’s sole discretion. PNGTS may consider awarding the aggregate of two or more bids that result in the highest value and operational benefit. PNGTS may also consider the net aggregate of bids for multiple packages of gas. As a result, the volume allocated under any individual bid may be reduced. Buyers who are not willing to accept a reduced allocation should so state in their offer or bid.
RFP Awards and Contracting Process
PNGTS will evaluate the bids submitted in this RFP and will determine which bid meets PNGTS’s operational needs with the greatest value. PNGTS will notify participants of the outcome of their proposals no later than 01:30 PM CST on 08/29/25. PNGTS reserves the right, in its sole discretion, to reject any bid that does not meet PNGTS’s economic and operational needs. PNGTS will negotiate to enter into binding agreements with those buyers that submit bids which, in PNGTS’s sole discretion, provide the greatest value and that meet PNGTS’s operational needs.
Responding parties must have an executed NAESB Base Contract for Sale and Purchase of Natural Gas with PNGTS.
