MNCA Operational Flow Order


Notice Text:

Due to high system demand and large daily imbalances, Maritimes & Northeast Canada (MNCA) has limited operational flexibility to manage imbalances.  Therefore, in order to maintain the operational integrity of the system, Maritimes & Northeast Canada (MNCA) is issuing an Operational Flow Order (OFO) pursuant to Section 10.2 of the General Terms and Conditions of MNCA's Gas Tariff effective 9:00 AM CCT March 5, 2026, in order to maintain the operational integrity of the system.

 

This OFO does not affect the ability of MNCA to receive or deliver quantities of gas for scheduled nominations to any customer or pipeline.

 

During the effectiveness of this OFO, all Customer Service Agreements imbalances shall not exceed 10% of scheduled deliveries or 250 GJ, whichever is greater for nominations scheduled from a physical receipt point. The penalty shall apply to each GJ of allocated imbalance that exceeds the greater of 250 GJ or 10% of scheduled delivery quantities for nominations scheduled from a physical receipt point for each Customer Service Agreement (imbalance make-up nominations and payback nominations cannot be utilized to avoid an OFO penalty). The penalty will be equal to the Adjusted Index Price, which as defined in Section 10.3 of the General Terms and Conditions of MNCA's Gas Tariff for the day on which such violation occurred. The Adjusted Index Price is defined in MNCA's Gas Tariff Section 1.1 as one and a half times (150%) of the arithmetic average of daily Platts Gas Daily "Daily Price Survey" posting for the High Common price for the "Tennessee, zone 6 delivery", less the MNCA 100% load factor recourse rate for MN365 firm service. In addition, MNCA will not permit retroactive nominations to avoid an OFO penalty except for shippers who can secure day ending Due Shipper supply from a physical meter.

 

MNCA will inform customers via its Electronic Bulletin Board (EBB) when this OFO will be lifted. In addition, MNCA may revise the tolerances in the event system conditions dictate.   MNCA will post any tolerances changes on its EBB.

 

Additionally, effective for Gas Day March 4, 2026, Maritimes Canada (MNC) requires shippers and point operators not to exceed daily due pipe imbalances of 250 GJ or 10% (whichever is greater) regardless of their cumulative imbalances.   As such, MNC will not allow Transaction Type 03 nominations in excess of 250 GJ per contract.
