start of Gas Day Wednesday, July 1, 2026, pursuant to GT&C Section 17 of Cove Point LNG, LP (CPL) FERC Gas Tariff, the

following OFO shall be in force until further notice.

CPL

has determined that operating circumstances could cause reduced pressures or flow rates at the below-listed delivery locations to a level

below what is required to reliably serve CPL's customers at existing firm contract levels. Based upon forecasted weather, CPL cannot

accommodate deliveries of gas in excess of CPL's daily and/or hourly obligations at the listed locations.

ach affected Buyer will take whatever action it may deem appropriate, including, without limitation, notification of its downstream markets to

comply with this OFO. CPL hereby issues this OFO to require the following:

uyers under CPL's firm and interruptible transportation rate schedules shall deliver scheduled quantities of gas to CPL as required by GT&C

ections 6(b)(1) and 6(b)(6), among other provisions; and Buyers shall receive natural gas from CPL on a uniform hourly flow basis during the

day (or 1/24th of the scheduled confirmed nomination for the applicable day or other pre-authorized hourly flow rates accepted by CPL).

O

perator may consider non-ratable flow rate requests on a not-unduly discriminatory basis, provided that Operator is able to determine: (1)

that Buyer has made appropriate supply arrangements as confirmed by CPL to support its request, (2) that the operational capability is

available, and (3) that to grant the additional flexibility will not impair Operator's ability to render other nominated or scheduled firm services.

equests will be evaluated in the order received. Due to current and anticipated weather conditions, additional hourly flexibility is very limited.

onsequences of Noncompliance

F

ailure to comply with this Operational Flow Order will result in penalties being assessed in accordance with GT&C 12(c) of CPL's FERC Gas

ariff, and could result in service reductions, liability for damages, or the issuance of additional OFOs in accordance with CPL’s Tariff.
