Effective Gas Day 1/22/2026, ANR Pipeline (ANR) issued an Operational Flow Order (OFO) pursuant to Section 6.8 of the General Terms and Conditions of ANR's FERC Gas Tariff (Critical Notice 25975909). This OFO was implemented due to weather conditions that threatened ANR's ability to maintain line pack, maintain minimum hourly pressures required for operations, and keep ANR's pipeline system in balance. This OFO required ML-7 customers to keep actual over-deliveries off ANR's system within the lesser of 5% or 1,000 Dth of scheduled volumes. ANR carefully monitored activity in this zone during the OFO periods and kept open lines of communication with delivery location operators. ANR allowed this OFO to expire (as originally posted) at the end of Gas Day 1/31/2026, as weather conditions improved. ANR issued an underperformance OFO on 1/24/2026 at 09:47am CST, which was effective immediately (Critical Notice 25974432). This OFO was directed at two ETS Groups that failed to fully comply with the conditions set forth in the Zone ML-7 OFO posting above (Critical Notice 25975909) and in ANR’s notice Updated Phase 2 Cold Weather Operational Conditions & OFO Watch (Critical Notice 25974423) that was posted on 1/20/2026. The OFO was triggered due to overdrafts at multiple delivery locations in these groups. Scheduled volumes and therefore physical supply quantities were insufficient to match deliveries. These overdrafts threatened the operational integrity of the ANR system, and the OFO was necessary to maintain system line pack and operating pressures at levels sufficient to provide efficient and reliable transportation services. This OFO required locations in these groups, that were contained within a Maximum Delivery Level (MDL) agreement that included gate-level Delivery Point limits, to comply with this OFO at the daily Delivery Point gate levels specified in the agreement. These locations were also required to comply with this OFO at the hourly flow rate designated as hour one in the MDL’s hourly flow profile. ANR lifted this OFO, effective immediately, on 1/25/26 at 08:48am CST, once it was determined that locations in these groups were back in compliance. Effective Gas Day 1/26/2026, ANR issued a supplemental OFO to the existing ML-7 OFO (Critical Notice 25975909) for all parties that were subject to an MDL agreement with deliveries north of ANR’s Sandwich Compressor Station (Sandwich) in ML-7. This OFO was implemented due to projected hourly peaks near system capacity (based on weather conditions) that threatened ANR's ability to maintain line pack and maintain minimum hourly pressures required for operations. ANR lifted this OFO, effective immediately, on 1/26/26 at 11:35am CST, due to lower-than-expected hourly demand and sufficient linepack recovery after the morning peak. Per Section 6.8.10 of ANR's FERC Gas Tariff, ANR may assess penalties for non-compliant actions during these OFOs. ANR continues to evaluate customer activity during this period and will assess any such penalties accordingly.
