Subject: Chehalis Notice of Recall and OFO and Potential Deficiency
Notice Text:
Effective Gas Day Thursday, September 24, 2026, and until
further notice, Northwest is issuing an OFO Recall Advisory and
Operational Flow Order (OFO) through the Chehalis compressor
pursuant to Section 14.15(d) of its Tariff.
Under the OFO Recall Advisory, Shippers are required to: (1)
recall capacity that is subject to an OFO recall provision; or
(2) take other action that is acceptable to Northwest, to
satisfy its OFO obligation.
If the southbound scheduled quantities exceed the greater of
Northwest’s design capacity of 672,000 Dth/d at Chehalis or the
operationally available capacity at that location on that day,
Northwest will provide Shippers with their specific OFO
obligations by 4:00 p.m. MST. Shippers must comply with their
OFO obligations no later than the Evening nomination deadline
(5:00 p.m. MST).
If an OFO is necessary for a given Gas Day, Northwest will wait
until the Evening scheduling process to provide notice of a
Declared Deficiency period and will make deficiency cuts to
bring the nomination requests at the Chehalis compressor from
the southbound design capacity of 672,000 Dth/d to the
operationally available capacity of 492,000 Dth/d. If an OFO is
not necessary, but a deficiency period is, Northwest will
provide notice of a Declared Deficiency period and will make
deficiency cuts in the Timely scheduling process to bring the
nomination requests at the Chehalis compressor to the
operationally available capacity of 492,000 Dth/d (or whatever
NWP cannot mitigate during any day of the maintenance period),
all pursuant to Sections 10.2 and 10.3 of Rate Schedule TF-1 in
Northwest's Tariff. The deficiency period will continue until
the work is completed.
Shippers can monitor throughput quantities and obtain a copy of
Northwest’s OFO procedures on Northwest’s website at
