Notice Text
In an effort to communicate current operating conditions to customers, Columbia Gas Transmission, LLC (TCO) is issuing the following Operational Alert effective Saturday, October 10, 2026, and continuing until further notice. Potential Critical Day for Storage Injections: It may become necessary for TCO to limit storage injections to firm quantities only, which would constitute a Critical Day in storage, as early as Gas Day Saturday, October 10, 2026. The potential for a Storage Critical Day is due primarily to forecasted mild weather, higher storage and line pack levels, and reduced market demand resulting in increased daily injections into customer’s storage accounts. Customers can assist TCO operations and reduce the potential need for a Critical Day by not exceeding their Maximum Daily Injection Quantities and keeping supplies and markets balanced. Firm Storage Service (FSS) shippers are reminded that, per section 3(c) of the FSS Rate Schedule, the Maximum Monthly Injection Quantity (MMIQ) for October is 9% of the Storage Contract Quantity (SCQ), and the Maximum Daily Injection Quantity (MDIQ) is 1/25th of the MMIQ. Pre OFO – Receipt Points in Market Areas 26, 30, 35, 41, 42:TCO notifies all Shippers under all Transportation Rate Schedules within its FERC Gas Tariff, and Meter Operators in Market Areas 26, 30, 35, 41, and 42, that the issuance of an Operational Flow Order (OFO) may become necessary beginning as early as October 10, 2026, to preserve system integrity and protect the operating performance of TCO’s pipeline system.Pursuant to Section 17.1(d) of the General Terms and Conditions of its Tariff, TCO is providing advanced warning of the operational variables that may in the future give rise to the issuance of an OFO. The operational variables that may require issuance of an OFO in the future are the following. Due to forecasted mild weather and the anticipated lower market demand, TCO has experienced excess receipts during a time when storage and line pack levels are high. TCO has limited operational flexibility for positive imbalances and cannot allow actual receipts to exceed scheduled receipts. In order to avoid the issuance of an OFO, receipt points must be balanced such that actual receipts into Market Areas 26, 30, 35, 41, and 42 are equal to or less than the scheduled receipt quantities in these Areas. Any excess receipts can threaten the operational integrity of TCO’s system and TCO’s ability to maintain its firm obligations. An OFO may also be avoided if Shippers and Meter Operators adjust nominations to align with flowing supplies during each nomination cycle. In the event TCO is forced to issue an OFO, Shippers who do not comply will be subject to penalties in accordance with Section 19.3 of TCO’s Tariff.Imbalances and AutoPAL:As noted above, TCO has limited operational flexibility for positive imbalances, including positive AutoPAL balances. Physical flows must match scheduled quantities to prevent further action. As a reminder, the intent of the AutoPAL service is to utilize nominal quantities to resolve minor pool imbalances that result from small upstream or downstream reductions during the cycles of the Gas Day. These quantities are then paid back the next cycle of the Gas Day. TCO will monitor AutoPAL activity and reserves the right to adjust the current AutoPAL limits, make AutoPAL unavailable, or declare an OFO to prevent abuse. TCO encourages customers to monitor critical notices, including the Daily Capacity Posting, for updates. Please contact your Customer Services or Marketing Representative with any questions.
