Columbia Gas Transmission, LLC (TCO) is notifying all Shippers under all Transportation Rate Schedules within its FERC Gas Tariff (Tariff), as such may change from time to time, and Meter Operators within Market Area 6 that the issuance of an Operational Flow Order (OFO) may become necessary this Winter (through March 31, 2026) to protect the integrity of TCO’s system or its ability to meet its firm service obligations.  Pursuant to Section 17.1(d) of the General Terms and Conditions of the Tariff, TCO is notifying all Shippers that the operational variables that give, or will in the future give, rise to the issuance of an OFO include, without limitation:    Based on operating conditions this Winter including but not limited to colder temperatures resulting in increased market demand, line pack and storage levels, and regional flowing supply, TCO anticipates periods of limited flexibility to handle excess hourly takes in Market Area 6. As a result, the following meters in Market Area 6 are currently included within this Pre-OFO; however, TCO notifies customers other meters may be added, as necessary: 730597 - Howell730598 - Centerville In order to avoid the issuance of an OFO, shippers must flow equal to or less than the Maximum Daily Delivery Obligation (MDDO) specified in its service agreement(s) on an hourly basis when required by TCO. TCO will notify customers when the above actions are required through an update to this Pre-OFO. Customers can also help alleviate the need for an OFO by scheduling receipts at any of the following interconnects within the Lebanon aggregate: A4 – PEP Lebanon Lat-6C4 – Tetco Lebanon-6F2 – ANR – Lebanon-6D3 – Texas Gas – Lebanon-6740165 – Lebanon - REX In the event TCO is forced to issue an OFO, it will do so pursuant to Section 17 of its Tariff, and Shippers who fail to comply will be subject to penalties in accordance with Section 19.3 of TCO’s Tariff.   Please contact your Customer Services or Marketing Representative with any questions.
